If we want to  you latest Skype version of window XP
we must need to Update window XP SP2(2006) in to Window XP Sp3
Window XP SP2 is older version of windows. we need to download Service Packed 3 from internet or Microsoft website.
now Skype available in latest version so we need to install window XP sp3  on PC and then install new version  of Skype.

to download latest version of SP3 , but remind it  (Microsoft Support for windows XP finished in April 2014)
because Mircorsoft  can't provided security update  for Window XP
